Cass Audubon Border Economic Development Agreement
In 2005 the neighboring counties of Audubon and Cass received a Local Government Innovation Fund award to complete a feasibility Master Plan. The Master Plan examined a joint partnership in the funding, location and development of a multi-use business park, known as the Valley Business Park. This multi-jurisdictional partnership for rural economic growth is located at the Interstate 80 and US Highway 71 interchange. The location provides both counties an opportunity to access regional and national markets.

The two counties desired to coordinate economic development activities to obtain the best advantage from the opportunity to market the site for industrial and/or commercial development. The counties will build the regional economy with increased investment in facilities, new job creation and increased tax base, thus sharing in the risk and rewards. A  28E agreement was organized called the Cass Audubon Border Economic Development Agreement (CABEDA).

The CABEDA board leads the development effort and includes representatives from Cass County, Audubon County, Cass/Atlantic Development Corporation (CADCO) and Audubon County Economic Development Corporation (ACED). In 2007 the Valley Business Park Corporation was established to own land at the Valley. The Valley Business Park Corporation board consists of the same members as the CABEDA board.
